Answer: 14

Solution:
As the diagonal of parallelogram bisect each others so mid point of points (2,1) and (-3,-4) which is (-1/2 , -3/2) will lie of given line thus,
-1/2 +9*(-3/2) + c = 0
C = ½ + 27/2 = 14
